  I suggest that the first definition above is very rarely heard in English (I am over 70, read and listen widely, and have never seen the word before). I had to look at dictionary.com. It is possibly technically correct but may not help most readers.
  
  The last definition 'considerateness' is not appropriate - see the first definition in dictionary.com which is the common understanding. And I think that 'reason' is also quite far from the meaning of 'pertimbangan' - I hope that other readers could comment on this.
  
  I tend to agree with the following definitions of 'pertimbangan':
  1. judgment, opinion.
  2. consideration.
  3. review

  this is is from Echols & Schadily's 1972 (pocket) edition of An Indonesian-English Dictionary (Cornell University 1961) so it is an old source.
  
  I feel that the Kamus Bahasa Indonesia online definition of 'pertimbangan' as 'pendapat' seems rather limited; my 1988 hardcopy of Kamus Besar Bhs Indonesia adds 'putusan' and 'pikiran'. However it could mean that 'pendapat' also has a wide semantic range. A quick search on 'pertimbangan' indicates a formal judicial and review dimension such as in 'Dewan Pertimbangan Agung' and 'Majelis Pertimbangan ... ' in various departments/ organisations.
